Pamiętam sytuację z CM22, kiedy realizacja jednego z programów stanęła pod znakiem zapytania, z powodu brakującego miliona euro. Dyrektor generalny ESA, Josef Aschbacher zwrócił się wtedy do nas z prośbą o uzupełnienie tej kwoty. Przesunięcie nawet niewielkiej sumy z jednego programu do drugiego okazało się niemożliwe ze względu na sztywność przyjętych procedur.

Spotkało się to z lekkim rozczarowaniem ze strony dyrektora generalnego. Zwrócił on uwagę, że Polska otrzymała miejsce w korpusie rezerwowych astronautów, co - jego zdaniem - było nieco nieproporcjonalne w stosunku do naszego dotychczasowego poziomu finansowania. Tym bardziej oczekiwał więc, że w takiej sytuacji okażemy większą elastyczność. (...)

Pojawiły się zapowiedzi utworzenia w Polsce ośrodka ESA. Jak Pan ocenia realność tej inicjatywy i jakie znaczenie mogłoby to mieć dla pozycji Polski w Europie?

Polska, jako dwudziesta gospodarka świata, powinna dążyć do lokowania na swoim terytorium siedzib kluczowych instytucji międzynarodowych. W przeszłości nie udało nam się pozyskać Europejskiej Agencji ds. Programu Kosmicznego, której biuro znajduje się w Pradze, ani Europejskiego Instytutu Innowacji i Technologii z siedzibą w Budapeszcie. (...)

European Service Module (ESM) ma  być przekształcony w „autonomiczny, modułowy holownik towarowy”.

Earth Return Orbiter z kolei byłby „dedykowaną europejską misję eksploracyjną o charakterze przekaźnika naukowego i komunikacyjnego”.
Proponowana misja ZefERO, miałaby wystartować w 2032 i badałaby wiatry marsjańskie oraz przeprowadziłaby badania geologiczne, a także pełniłaby funkcję przekaźnika komunikacyjnego.

Kanada państwo stowarzyszone z ESA – postanowiła wyraźnie zwiększyć swoje zaangażowanie w europejskim programie kosmicznym, przeznaczając łącznie około 325 M EUR na trzy kolejne lata. Dla porównania – jeszcze w 2023 roku Kanada przeznaczyła mniej niż 34 M EUR na działania w ESA.

On 18 November, at the SpaceBound 2025 conference in Ottawa, Canada’s Minister of Industry, Mélanie Joly, announced a significant increase in the country’s financial commitments to ESA. While the announcement did not specify the number of years covered by the $528.5 million contribution, it described the figure as a “tenfold increase compared to previous contributions.” Given that Canada’s recent contributions to ESA have been roughly €20 million per year, the announced figure will likely be spread over a period of three years.

In a statement following the announcement, the Minister of National Defence, David J. McGuinty, said the increased contributions were driven not only by economic interests but also by national security priorities.

Znakomitym miejscem na polską siedzibę ESA byłaby Bydgoszcz. Tak, wiem, jak głupkowate skojarzenia ma większość z Was z tym miastem. Ale realia się liczą. A realia są takie, że siedziba ESA w tym mieście pozwoliłaby łatwo łączyć potencjał Gdańska, Warszawy, Poznania, nawet Szczecina, któremu do Bydgoszczy sporo bliżej niż do Warszawy, o Krakowie nie wspominając. Do tego pod nosem Pomorze, z projektowaną trasą Via Pomerania, która w niedalekiej przyszłości połączy miasto z wybrzeżem. Stosunkowo duże lotnisko, Wojskowe Zakłady Lotnicze, niezła baza edukacyjna - jedne z najlepszych techników (elektronicznych, mechanicznych) są właśnie tu. Plus znakomity wkład historyczny miasta i regionu w rozwój technik rakietowych i badań stratosfery, ale to akurat w społeczności ludzi niepotrafiących się na historii uczyć nie jest specjalnym argumentem.

Tak czy siak - idealne miejsce dla synergicznego wykorzystania potencjału wiodących miast Polski.

Nic z tego nie wyjdzie. Nie chodzi o żaden wspólny interes. Chodzi o kasę w łapki lokalnych klik, a te w wielkich miastach są znacznie lepiej rozwinięte. Do tego sama Bydgoszcz musiałaby chcieć, tymczasem jej obecna zawartość to ludzie w istotnej części pozbawieni jakichkolwiek ambicji intelektualnych.

No, ale z pewnych względów chciałem, żeby ten wpis tu się pojawił. Do końca tej dekady będziecie wiedzieli, dlaczego.

Poland and ESA discuss plans for new security centre

The European Space Agency and the Republic of Poland are considering the creation of a new ESA centre focusing on security to be located in Poland. 

The announcement was made as part of the outcomes of ESA's Ministerial Council (CM25), taking place in Bremen, Germany. The focus of the potential centre in Poland would be complementary to existing security and resilience activities, particularly at the European Space Security and Education Centre (ESEC) in Belgium. It would also support efficient and coherent development of European space security and resilience capabilities. 

"This is a positive step in Poland's involvement in ESA and will support Poland's growth as an emerging space power, particularly in the areas of crisis response, resilience and defence," said ESA Director General Josef Aschbacher. "I look forward to seeing the next steps in line with Poland's dynamic growth in space."

During CM25, Poland committed to participation in the European Resilience from Space initiative, which will co-ordinate independent dual-use space applications using pooling and sharing of national, commercial and European assets to deliver reliable, secure, and timely information for users. Poland and ESA will now work together to review the technical requirements, thematic aspects and funding of the potential centre. ESA Council will be advised of the outcome during 2026. 

Poland joined ESA in 2012 and in the past 13 years, has shown significant growth in space capacity and capabilities. Poland has increased its financial contribution to ESA ten-fold over the past three years. Today, more than 70 companies across 10 regions are advancing Poland's position in the global space industry, while ESA project astronaut Sławosz Uznański-Wiśniewski completed his successful Ignis short-duration mission to the International Space Station in 2025. Poland is already host to ESA Business Incubation Centres and other ESA activities in cities such as Warsaw, Rzeszow, Gdansk, Poznań, and Wroclaw.

European Space Agency (ESA) member states agreed to increase the agency’s budget to €22.1 billion over the next three years at ESA’s ministerial council in Bremen on November 26 and 27, reflecting the growing importance of space for Europe’s security and technological sovereignty.

The final budget comes close to the €22.3 billion the agency had requested in order to deliver on the goals set out earlier this year in its strategy for 2040, and represents a 30% increase compared to the current budget. (...)

Germany remains the largest contributor to the budget, with €5.1 billion, or 23% of member state contributions, followed by France and Italy with 16% each.

The largest contributions in the history of the European Space Agency, €22.1 bn, have been approved at its Council meeting at Ministerial level in Bremen, Germany.

Ministers and high-level representatives from the 23 Member States, Associate Members and Cooperating States confirmed support for key science, exploration and technology programmes alongside a significant increase in the budget of space applications – Earth observation, navigation and telecommunications. These three elements are also fundamental to the European Resilience from Space initiative, a joint response to critical space needs in security and resilience.

“This is a great success for Europe, and a really important moment for our autonomy and leadership in science and innovation. I’m grateful for the hard work and careful thought that has gone into the delivery of the new subscriptions from the Member States, amounting to a 32% increase, or 17% increase if corrected for inflation, on ESA’s 2022 Ministerial Council,” said ESA Director General Josef Aschbacher.

“In the face of a challenging geopolitical situation all the States contributing to the ESA budget, and indeed the European Commission, have put their faith in ESA to keep delivering programmes that will support European leadership in space, and help stretch our capabilities on Earth, in orbit, and into deep space. While we celebrated 50 years of achievements this year, the work is only beginning.”

This year’s Ministerial Council was the first stage of the implementation of ESA’s Strategy 2040, setting the course for European space ambitions and defining the objectives that must be met to achieve long-term goals for Europe’s activities in space and in applications on Earth.

Empowering Europe to lead in space science

Appropriately, in its 50th anniversary year, ESA has re-committed to science. The Member States have guaranteed an historic increase of 3.5% per year beyond inflation that will enable some of the most imaginative missions in our history and bolster European scientific leadership. The first step will be to deliver the missions described by the Cosmic Vision long-term plan – including LISA and NewAthena. But the next great leap for science will be enabled by technology development for missions under the Voyage 2050 plan, most notably the ambitious plan to search for life on Enceladus with the large-class mission ‘L4’ to Saturn and its moon, Enceladus. This mission requires immediate technology development to reach the south pole of Enceladus under ideal illumination.

Boosting European security and resilience

The European Resilience from Space initiative has been introduced to help support dual-use capacity for Europe. Initial funding will go towards a system giving access to high- temporal and spatial resolution satellite images – through pooling and sharing of resources and building a network to fill gaps in observations. This will be supported by new navigation services from low Earth orbit and by secure connectivity. The clear mandate for use of space applications for non-aggressive defence purposes signifies an historic change for ESA. It was decided at CM25 that subscriptions will remain open until next year to allow participating states to accommodate the new programme.

ESA technology at the heart of all missions

The technology to support this programme and ESA’s other innovative missions will be developed using a substantially strengthened budget for technology enablers, critical components, digitalisation and emerging technologies. Non-dependence in technology is key to advancing Europe’s ambitions in space, alongside its guaranteed access to space.

A range of key activities in the European space ecosystem will be strengthened:

Europe’s launchers Ariane 6 and Vega-C will continue to lead the way to space. ESA will continue to support the evolution of the European launch market, and the development of new transport to orbit including the European Launcher Challenge.

Europe’s markets for space hardware and space data will be developed with the continuation of successful commercialisation programmes. ESA will continue to drive private investment, boost innovation and strengthen SMEs and new entrants to the space industry. A budget of €3.6 bn is agreed towards co-funded projects, expected to attract substantial private funding.

Europe’s lead in Earth observation will be maintained with the preparation of the second generation of Copernicus satellites (specifically the Sentinel-2 Next Generation and Sentinel-3 Next Generation Optical missions). Under FutureEO, ESA will develop and operate world-class Earth science missions, prepare future operational Copernicus and meteorological missions, and support the use of data for Earth Action.

Advancing exploration capabilities

ESA Member States have confirmed their commitment to exploration, with robust plans to enhance international partnerships. The Rosalind Franklin mission to land a rover on Mars is funded towards a launch date in 2028, while ESA will prepare missions to the Moon, the most important being the Argonaut lander. ESA will work on de-risking a range of other technologies to support European presence in low Earth orbit and beyond in the coming decades. Meanwhile, ESA and its Member States have agreed to implement short-term actions to guarantee European astronauts’ access to the International Space Station until its planned end of exploitation in 2030. The development of the LEO cargo return service was also confirmed at CM25 including two demonstration missions aiming at docking to the ISS. An interim meeting at Ministerial level is planned before CM28 to adjust to changes anticipated in international cooperation.

Defenders of the Earth

Three important missions account for the majority of funding in space safety and security: Ramses, Rise and Vigil. The Ramses mission, to be built on a tight schedule to intercept the asteroid Apophis on its close encounter with Earth in 2029 is funded, and will help to prepare for future potentially hazardous asteroids. The Vigil space weather mission, originally endorsed by CM22, will continue to implementation with the spacecraft expected to undergo preliminary design review early next year. To reduce waste in space in the future, the testing of on-orbit servicing will be funded through Rise, a partnership with industry.

The SAGA spacecraft – a demonstration mission for quantum communication - will move to construction and implementation. The Moonlight programme which envisages lunar communications and navigations services will continue development.

New ESA activities in Member States

ESA has signed letters of intent with a view to preparing new centres to be hosted in two Member States. A letter of intent has been signed with Poland to examine the possibility of hosting a new centre specialising in security and dual-use/multi-use applications. Meanwhile, a letter of intent between Norway and ESA will allow both sides to evaluate the establishment of an ESA Arctic Space Centre in Tromsø.

Two Resolutions were approved during the Ministerial: the Resolution on Elevating the Future of Europe through Space; and the Resolution on the Level of Resources for the Agency’s Mandatory Activities for 2026-2030.

Podczas Ministerialnej Rady ESA państwa członkowskie zadeklarowały rekordowe 22,1 mld euro na rozwój technologii kosmicznych na kolejne 3 lata. Polska zwiększyła swoją składkę do 731 mln euro, czyli o 47% więcej niż wcześniej i ponad dwukrotnie więcej na programy opcjonalne niż na radzie w 2022 roku. To najwyższa nasza składka w historii i 8. miejsce wśród 28 państw ESA.

Każde zainwestowane euro w sektor kosmiczny daje nawet sześciokrotny zwrot do gospodarki. Ten zwrot dzieje się w innowacjach, miejscach pracy, bezpieczeństwie i przewagach technologicznych. Nasze inwestycje rosną ponad dwukrotnie, a wraz z nimi rośnie potencjał wielu polskich firm z sektora kosmicznego.

Dziękuję dyrektorowi @AschbacherJosef i ministrowi @Domanski_Andrz za podpisanie listu intencyjnego dotyczącego utworzenia w Polsce centrum bezpieczeństwa ESA (tzw. ośrodka dual-use). Ta inwestycja wzmocni naszą pozycję jako kluczowego partnera technologicznego w regionie.

To dobry moment dla Polski 🇵🇱 Większy budżet to większe możliwości i realny wpływ na przyszłość europejskiej eksploracji kosmosu.
